My dock transparency changed
 
Have you turned on reduce transparency? Try reapplying the wallpaper or maybe try another one and then back again.

Hi. Nope, the option is off. I already tried that, and it doesn't work. I tried with another wallpaper and it works good except with this one!!! and it was working two hours ago with iOS 10.1.1

I fixed it!!. I just sent to me the image using iMessage and it worked like before when I used the image as bg

This situation is happening to me as well. Many images I have used prior to 10.2 that provided a "colorful dock" are now showing a static "Gray" or "Muted Color" dock.

I tried iMessaging the picture to me but it didn't fix it.

I sent the original image from my iPad, and when I saved it on my iPhone it worked. Maybe it doesn't work with the same image u already have on your iPhone.

Try changing your wallpaper to a different one and then change it back to see if that fixes it.
