Does 10.3 render my old 32 bit apps useless?

Can i or cant i use my old apps with it?

Yep as per this post 32 bit apps like metoffice (U.K. Weather) does not work.

Really? The end is coming so soon. I thought it wouldn't be until iOS 11.

Not sure that's true either. I have a handful showing in the new apps compatibility tab complaining they may not work in a later iOS but they still work on 10.3.2.

Doesn't seem like 10.3.2 has lost support for 32-bit apps.
