What i want to do is restore my iphone 3gs back to factory settings to remove all my info then jailbreak/unlock it to sell on ebay or craigslist. Is this possible or does it need to be active to do this?

Its harder for a 3GS to restore to an unlockable firmware/baseband unless you have your SHSH's on file.
