Apple doesn’t understand shuffling around features in an App doesn’t work
The new Photo App adds nothing to a user experience !!
What gets me is that Apple did this several years ago and met with big backlash and here they are again doing the same thing
Don’t change what’s good and people are used to!!!
 
That effect can be turned off. Tap (↑↓) > View Options > Movie Preview. Maybe try toggling that to see if it fixes anything for you.
Found a bug with this though. If you turn off Movie Preview it shrinks the top preview section in the album view, yet if you scroll down and then pull back up to the top, the Ken Burns movie preview reactivates, but in the view options it’s still marked as disabled. On iOS 18.4.1
 
This started with 18.4. I went to the Apple Store yesterday and they had no clue how to fix it either.
Me too. Both iPhone and iPad. I’m literally shocked more people are not complaining about this. It’s horrid.

It disappears if you change to Light Mode. But reappears in Dark Mode. Both devices. So it must be a bug.

Do you have Reduce Transparency turned on? That setting is likely causing this issue. It's off by default, which is probably why there aren't many complaints about this...but yes, I'd still say it's a bug or should be handled better.
