This constantly runs preventing my device from properly sleeping. Its having a negative effect on the battery it seems

I think CLTM has something to do with battery, as it's the same bearer of bad news whenever the battery pressure is too high https://forums.macrumors.com/threads/1650960/
 
yes ive read somewhere else CLTM may be linked to the battery. Its showing good health with:

designed capacity 1751 actual capacity 1700 and cycle count 180

Any ideas what physical ailment could be causing the thing to constantly log errors?

It might just be a bug. Try a clean install of 8.3 and see how it goes. If the problem still exists then take it to an Apple store for an exchange.
 
I've clean installed a few times in a row from DFU mode set up as new , reset all settings, reset and erase all content, hard reset

Still every 5 seconds

Sounds like you need to take a trip to see a 'genius' then.
