Does anyone know anything about iPhone Upgrade Reversals?

I "upgraded" to the 3G in August 2008, but returned it only a few days after. They never reversed my upgrade and it says I am not eligible for an upgrade to 3GS until 2010. I have been trying to order it since they announced it. I have called AT&T, went to the AT&T store, went to the apple store. They have told me to wait, I have waited with no results. Can anyone shed some light on my issue?

Sorry maybe I was not clearer. Have you tried to speak to someone in management? Surely there is record of the return?

I've gone to the store and the guy said something about putting in a ticket, but I never got a response. Could you tell me how to get to management? These idiots on the phone and in the store just keep referring me to each other.
