I don't have parental control set up but this has been showing up lately on logs.
 
That's a normal activity for Mac OS X. It's a launch daemon that works by monitoring settings files that may get added to the parental controls folder by the system.

I see. so how come haven't seen it in the past? only for a week or so

Yes, because it's waiting for the file to appear that the parental controls makes. Watching for a file or folder contents is one of the triggers or jobs a launch daemon can do.
