Does anyone know what this is?

    I don't have parental control set up but this has been showing up lately on logs.

    That's a normal activity for Mac OS X. It's a launch daemon that works by monitoring settings files that may get added to the parental controls folder by the system.

    I see. so how come haven't seen it in the past? only for a week or so

    It's very likely to have always been there, you may have been missing it.

    So it shows up even though there is no parental control set up?

    Yes, because it's waiting for the file to appear that the parental controls makes. Watching for a file or folder contents is one of the triggers or jobs a launch daemon can do.
