Does Apple Music keep track of number of plays?

I want my "Top 25 Most Played" playlist...I've listened to a few songs on Apple Music from my iPhone and when I sync to my MacBook, it doesn't update the play count. The only time a play "counts" is if I listen on my MacBook directly.

The songs are downloaded on both my phone and my Mac.

Help. 🙁
