Does evernote allow you to use the Apple pencil for notes or any notes app that do ?

I would highly recommend nebo
Not only can you take notes but it has almost magical handwriting recognition to auto convert it to typed text in real time
If you need Evernote sync, look at Penultimate by Evernote. However, the Penultimate app doesn't support the Apple Pencil to 100 %.

Noteshelf and Noteshelf 2 actually do synchronize with Evernote, on a notebook per notebook base.
