It already unlocks every time you look at it. It just not bring you to the homescreen.
And for your looking-at-time case:
Its the same with touch id and rest to unlock. You have to wake the device (push homebutton) and rest your finger (unlock and homescreen)
Theres no change with face id. You have to wake the device (tap display) and look at your phone (unlock and homescreen)
With touch id plus rest to unlock you dont see your notifications or time either for more than a couple milliseconds.

Wake on raise. Look at time on lock screen.
Wake on raise. Check for notifications.
Wake on raise. Issue "Hey Siri" request.
Wake on raise. Turn on flash light.

It seems to me we would lose functionality if the lock screen essentially went away just because you looked at your phone.
I think there needs to be a definite confirmation (swipe) from the user they want to go to the home screen.

Well I’ll admit it would be nice to have as an option but if that happened automatically most people would flip out if they couldn’t see their alerts on the lock screen and had to go the extra step of having to pull down.You would swipe down just like it is now. The extra step to swipe up to unlock is stupid.

the work-around for this is to ask Siri to open an application whilst looking at your mobile. To be honest I use this way regularly.

Lol. Good catch. I meant in developmentI think that @Russkeyuk idea is better, and mentioned before that I sometimes do that - sometimes we want to glance at the lock screen to see the time or check notifications WITHOUT it skipping that and jumping to the home screen.
