Apparently if you download tracks for off-line playback within Apple Music the downloads are DRM-encoded whether you downloaded them directly from Apple Music or uploaded them from your computer. If that's how it works it's a real bummer. Does Google do the same thing?
 
If you are referring to the "music locker" feature in Google Music (the free option for 50k song uploads) then no, they do not download with DRM. However, there is a limit to how many times you can download each track (2 times per track).
 
Music from a Google Play subscription can only be downloaded in the mobile app, and it cannot be easily copied from there (probably encrypted). On a computer, you can only download music you uploaded or purchased from Google.
