I have an iPhone 11 Pro on iOS 13.3. When I swipe up to see the running apps, I see the Safari icon at the bottom which is the webpage I am viewing on my MacBook Pro, when I click it, Safari launches on my iPhone but the webpage keeps trying to load forever and remains blank.

Is it working for you by any chance? Any suggestions for getting it to work or is it one of those iOS 13 bugs?

No problems with this feature at all.
Thanks for confirming this.

I searched for this issue on Google and now it's fixed after I did this:

If the iPhone handoff not working, then you also need to do the same. Step 1: Go to the “Settings” of your iPhone and tap on “Bluetooth”. Step 2: Turn off the Bluetooth and then after waiting a few seconds turn it on. You are required to restart the iPhone after completing the procedure
