Does iCloud Compress HEIC Images?

Does iCloud automatically compress all media files, or it is based on the original file size? In other words, are all files below a certain file size uploaded as originals?

"iCloud Photo Library" uploads all files as originals. You are limited by the storage space of the iCloud plan you purchased.
