I signed up for .99 a month storage upgrade and when I check on the iPad it says I have 30 gigs available but I'm getting notifications that I'm running out of space.
Does this have something to do with iCloud Drive replacing iCloud ?
Do i need to upgrade to IOS 8 and Yosemite on my iMac?
Everything is already running slow (beach balls) I think upgrading will make everything even slower.

No. The cause is most likely iCloud backups. I wish there was a better way to manage those, but I have yet to find it. It seems you can't manage backups at the individual backup level - you can only nuke the entire backup set for a device.
