Does iCloud upload copy of photos?

Hi,
I'm running the iCloud software on Windows 10 and I drag and drop files to the iCloud Picture folders and then they are uploaded to iCloud.

My quastion here is; if I drag and drop a file two times does it upload it again? If the name, metadata etc are the same does it upload a copy of the file again?
