Previous version of imovie only supported 720 HD. I did not care much because m my old camera was only SD, but now I would like to edit my HD content with ilife but I am afraid that it would down-sample my videos.

Does it now support full HD?

It seems to support it, though I would like to make more tests. At least the option to export to 1080p is there.
 
Aside from the evil misnomer of "Full HD" -- I know you mean 1080p -- I think it does. I wish I had the clips to test it, but the export option for 720p and 1080p are both in iMovie. I haven't really tried either since most of my 720p clips are very short ones from my iPhone and I don't need them in the full size to put on Facebook or whatever.
 
I bet a small 20 minute movie would take a long time to be encoded huh...

On my Mac Pro it doesn't take that much time. It depends of course on the effects in use,the bit rate of the source and the titles used.

For serious editing I still use Premiere. It is a great tool and allows me to create AVCHD movie files.
