Maybe it's me, but it's such a confusing UI in Safari.

Just moving bookmarked folders around in Safari is a chore. I still haven't figured out how to move folders out of a folder.

If I want to add a new a folder, it takes me to the last bookmarked folder.
I have to tap that to go back to main bookmarks folder.

There needs to be some visual breadcrumb or arrows to show hierarchy.

Can’t answer your question but if I could go back to iPadOS 14 I would. They killed the entire sidebar in 15 and show no signs of fixing it so I don’t hold out much hope for 16. They also killed Safari 15 in macOS so it was obviously a design choice rather than a bug or oversight. In essence they decided to deliberately make navigation and management of the bookmarks as difficult as possible. Most likely someone decided that tab groups trump everything.

Edit -> Tap the folder -> Change the location (which shows a hierarchical view)

There's no need to go back to the main bookmarks folder to create a new folder.
Edit -> New Folder -> Set the location (again, shows a hierarchical view)

This is based on iOS 15, but appears to be the same in iOS 16 as well.

You can hold and drag a folder (or multiple folders) and while still holding the folder, tap on the back button.

Thanks for this.

Just like the many gestures of iOS, I just wish these tips were better documented instead of discovered.

But maybe it’s just my old school ideas of UI where there are obvious clues or hints at how to navigate.
