I'm thinking to buy the 8th Gen iPad

I want to put .JPGs and .PDFs on the iPad and be able to log onto websites and upload those files like you would on a laptop.
Preferably in Safari.

I know this didn't used to work years ago.
But does it work now?
 
Works fine on my iPad Pro 2018 and I don’t think there are any differentiating features in either Safari or iPadOS across iPad models that would signal a difference in functionality here.

Works great on all iPad devices.

It works but not all the time. Sometimes the whole webpage breaks or makes it very hard to navigate through the interface.

This one's mostly a webpage coding issue, though. Whether $300 iPad or $1K+ iPad Pro, results are the same.
 
Just realized I also want to be able to download .PDFs and save to a jump drive. Would an iPad let us do that?

Yes. You'll need a $40 USB-3 Lightning Camera Connection Kit. Even then, I've found FAT32/exFAT support to be unreliable on occasion particularly when browsing folders with thousands of files.
