Does jail break also unlock a phone

So my iPhone 4 got stolen last night

A friend has an orange network 3GS but I need to know if I buy it I can run it on the o2 network. Currently it's locked but as I understand that if I jail break it I can then run it on any network I like

Is iOS 5 jail broken now btw also what's the best method to jail break it if I do?

Nope. Jailbreak and unlock is two different thing. Check your 3GS modem firmware (baseband) then do a search the forum or google for an unlock. Also check your bootrom. I forgot the details but you can search in MR cause it's been discussed a lot of times.

For software unlock, you will need to jailbreak first then download software to unlock.
