No. Just you can sideload applications not from the Apple appstore.

I haven’t jail broken recently to know if it still does, but in the past it did.

Jailbreaking doesn't slow down the phone. If anything you can speed it up by making the animations faster.

My point was that a jailbreak has never slowed down the phone. Why would it? All a jailbreak does is open up the file system to tweaks and other 3rd party apps from Cydia or other sources.
