Does MPEG Streamclip need the MPEG2 Playback Component with El Capitan?

I've heard not but when I try to open any MPEG2 files in MS I get this:

[/url][/IMG] Do I need to buy the Component cos Apple say I don't need it. Color me confused. any ideas, folks?
