I have the apple watch series 4. I always wished the face would stay on while in nightstand mode. I noticed the Series 7 has an always on display. Does that apply to nightstand mode too?

Nightstand mode only is activated when charging. If the charger isn't plugged in but on the magnetic charger it will display whatever watch face your using
To add to the previous poster, the screen still only turns on for Nightstand Mode when it detects movement/vibration while it's plugged in and charging.

Because most people don't want a bright green glowing display on their bedside table? I feel like they could offer leaving it on all night as an option, but since you ideally have your eyes closed for most of that time, I don't think turning it off is really that bad.

I hate a bright alarm clock. Hate hate hate it. But the dimmed always-on tiny screen of an Apple Watch is anything but that. Like you said, the option would be nice.
