If I run cellular data in the background and then turn on wifi, the wifi is used and not the cellular data. This is known. My question is, does this consume battery power because the phone is constantly searching for 3G signal?

Yep. If you're in a weak reception area, the cellular antenna will chew through your battery reserves like crazy.
