Does siri speak on the watch?

No, but try pressing and holding the digital crown, or saying "Hey Siri". If it doesn't work after that, try to Re-Pair the watch and restart it.

I do have one. That was why I answered. She doesn't speak on my watch, but I haven't gone through all the settings to see if there is a way to enable it, so I didn't speak with 100% certainty.
