Does Siri tweaks like Lingual require a Spire proxy to work?

SO, does siri- tweaks like Lingual etc. require a spire proxy, or can i use it without one?

According to what I have read Lingual will only work on the 4S right now and not even with Spire proxy. this is just what I've read since I have tried only tried it on my 4S I will be trying the Arabic translation out tomorrow at work.

Siri tweaks do not require Spire if used on a 4S. Some, but as labman points out not all, will also work on an iPhone 4 running Spire.
