Does Target sell the iPhone 6 full price?

No, they sell contracted ones. You can buy and cancel your plan, paying the ETF provided you can get them to unlock it.
My local Target would've sold it to me for full retail. However, their full retail is $50 more than Apple so I wouldn't have paid that price anyways.
