I have 2x A2119 HDMI adapters that I’ve tried using in an HP laptop under windows. One adapter offers up to 4K@60 when plugged into my monitor. The other adapter, plugged into the same port on the same HP laptop and same monitor, only offers up to 4K@30.

Do they have firmware that could explain the difference?

Bizarre.
 
Are you positive you have 2x A2119 Multiport AV adapters? There were two versions, the new A2119 and the older A1621. Sounds like you have an older A1621 which only does 4K@30.

Yep positive both are A2119. The one with 4K@60 is a couple of years old, and the one that doesn’t do 4K@60K is a recent purchase. The “working” one has been connected to my MacBook for ages, and the new one hasn’t been connected to my MacBook yet as the MacBook is away for repair. So the new one has only been connected to this HP laptop, which is why I thought it may be down to some silent firmware update when connected to the MacBook, if that makes sense.
 
OK….. so it would appear there IS some firmware update or tweak.

For giggles, I attached the new adapter that only did 4K@30 to my M1 iPad Pro 12.9 and left it plugged in for an hour (but not connected to a monitor)

Lo and behold, when I then reconnected it to the HP laptop, 4K@60 was available! I checked I hadn’t muddled the devices up, but nope, both adapters now do 4K@60. So it appears some firmware/setting was changed whilst plugged into the iPad.

Yea, if you would have plugged it into a mac you would have gotten a pop-up that there is an update for the dongle. Strange error tho that affected performance in the way you describe.

Glad you got it sorted tho.
A little OT: If its an HP Elitebook also have a look at Biosupdates and settings, there have been a good few released and some is related HDMI/DP issues.

Yes very bizarre, but at least its sorted technically, and my brain can stop trying to work out what's wrong!

It's an elitebook x360 8th Gen i5 with all available updates applied. It's quite a nice little machine and TBH making me consider a 14" device over a 16" next.

HP has really shaped up recently and they go great machines. Their new series elitebook8xx series (g9 and onwards) uses a different aspect ratio (16:10) that I find works quite well. They don't beat Apple when it comes to quality feel and built quality but they are getting closer that's for sure.
