Does the Activity App take Workout data into account?

I didn't hit my goal of 30 min of exercise yesterday in the Activity app (only 16), yet in the Workout app I recorded 38 min (which shows up in the Activity app on the iPhone as workouts). So does that mean you have to have 30 min activity outside any normal workout you register in the Workout App to fill the ring? Maybe I'm missing something but that doesn't seem that well thought out.

During your workout did you get your HR high enough to register under the activity?

Hmm, I was running so it should have. What's the threshold/indicator it's registering?

It's always registering (you have to swipe over to see it, but it's there...). I can't find any documentation as to what counts as 'brisk' activity. A 9 minute pace mile certainly should though.
