Does the iOS4 Data toggle actually work?

I got an iPhone 3GS that I've jailbroken with spirit and have SBSettings installed so that no data gets used (I don't have a data plan). I'm really impatient and just wanna upgrade to stock iOS4 and don't mind if I lose my jailbreak for the time being but I NEED data not to be leaked though. Does the data toggle work well enough in the new firmware and should I risk it? I really want multitasking!!

Works perfect. Didn't want to put my mom on data until my iPhone 4 arrives and she gets the 3GS. Installed 4.0 on the 3G and turned data off. No issues for weeks.
