Not over a wireless network but there are apps to allow you to. Viber is a free app then lets you call people without signing up for a service, it's one of the better phone apps for the iPod touch

I've never seen the iPhone described in quite that way. I thought the dimensions and resolution of the current iPhone and current iPod touch were identical, and it was just the consequences of the various underlying LCD technologies that differentiated them in terms of contrast and viewing angle...
 
I just recently dumped my iPhone 3GS/and it's contract for a touch and use Talkatone at home on WiFi. It works well but I can't say it's the best one out there. I'm going to look at the other suggestions above.

Edit: After investigating the above suggestions it appears Talkatone Premium with Google Voice like I have set up is the way to go.
