Does the lightening bolt ever change to a plug on iOS7?

Ive never seen it go off or change to a plug on my iPhone 5 or ipad on iOS 7 even when fully charged.

The charging stops when appropriate, but the solid lighting bolt is there as long as the cable is plugged into the phone.
