I have a $75 best buy gift card and am looking at purchasing the 32GB Apple TV once it gets to the refurb section at best buy.

I have Time Warner Cable for now and have a Digital Adapter that doesn't have most of the channels I want to watch. My current setup is using my Xbox 360 to open the Time Warner Cable app or FXX App, but that sometimes takes a while to boot up and is kind of annoying to swipe through like 4 different screens to get to the apps.

Does the Apple TV have a Time Warner Cable app to allow me to watch BBC America, FXX, on demand shows, along with an FXX app?

The new Apple TV is not even out yet. The App Store is also not live so even Devs with the new ATV can't access it. You are probably going to wait a long time to see one of these in Best Buy's refurb section.

I think it is out Monday? I figured it may use the same apps that are on the current Apple tv now. I am hoping they are there by mid December, I'd like to replace my xbox just due to the fact it takes a while to startup and access content, then has some app glitches that require a reboot and restarting the process. Hopefully Google Fiber will have an app for it later when it becomes live in my area.

The Time Warner Cable App is not on the Apple TV. I hope they add it soon. But, I think it supports Airplay so you could give that a try.

I can't pretend to know very much about the various US services but I think it's a pretty safe bet to say anything that's on the current Apple TV will be on the new one.

Monday, yes. The app situation will be fluid for a while as tvOS is brand new. If you want Time Warner to build an app, let them know.
