Correct. At least, my iPad 1, iPad 2, iPad 3, iPad Air, iPad mini 2, first iPad Pro 12.9, 10.5 and latest iPad Pro 12.9 never had it.

It has gen 1 Touch ID. The iPhone 6s and up and gen 2. The 2017 iPad Pro 10.5 and 12.9 also have gen 2.

The iPad 5 and 6 have gen 1.

Apple likely put gen 1 in them to keep costs down.
