Does WiFi Turn Off When Locked?

My phones wifi would always be on even when Locked. I could always pull up iTunes and wirelessly sync anytime.

Ever since 10.3.3, WiFi seems to “sleep” after being Locked for a short time. After unlocking it takes a few seconds to re acquire the WiFi signal. Is this normal behavior? This occurs on iOS 11 gm as well on my iPhone 7 Plus.
