All iPads Does Word's OUTLINE function work on ipad?

Does Outline work on an iPad? I'm hoping to use Word as a kind of 'wiki' for writing up characters and places etc for a novel I'm working on. I need outline to work so I can navigate and edit larger documents. It doesn't seem to. How do I use larger documents without Outline view? I can't just jump around in the document as I can on my mac?
 
I wouldn't be surprised if it was missing this feature. Word on ios has about 20% of the features of osx/windows word.
 
I know, it really seems that way.

I'm switching over to Google DOCS for stripped-back writing and easy syncing.
