If there is anyone that has information whether or not the windows portion of a HD gets Defragged while OS X is running that owuld be greatly appreciated... 🙂

Nope. OSXs auto-defrag only applies to altered files on mounted HFS+ partitions. Win XP uses NTFS so no auto-defrag.

But if I have the hard drive setup as fat 32 for windows so that OS X can recgonize will it auto defrag I know for the NTFS system that it won't.

As I already said OSX auto-defrag only works on HFS+ partitions that are mounted (and even then only on files that are changed or touched). FAT32 is not HFS+ so it won't auto-defragment.
