If that's the case... No.

It does add a shadow gradient overlay which noticeably darkens the wallpaper. You can see some with\without screen shots HERE.

it kinda annoying the iphone 4 does this!

i can only assume they did this to make the the status bar and dock easier to see. I'm not sure about the status bar, but the dock is almost invisible without the shading behind it.
