Mine eventually settled down and went to 100%... seems like even with the 29W charger, all the stuff going on in the background wasn't enough to let the battery gain until the restore was completely done.
Doesn't the iPhone 7 Plus have a higher-capacity battery?Anything after 80%-90% is trickle charging so it takes much much longer to get those last few %'s in irrespective of the power of the charger.
Considering this is the largest battery ever on an iPhone, it'll likely take some time for people to get used to it.

After the restore completed, it settled down and I was finally able to charge normally. Seems like the restore really stresses the phone and consumes all the energy it can get.Same issue here!
