For example, when the 8.1 update was first released, MacFormat (a UK mac mag) tried to get permission to put in on the cd with their magazine, but apple refused to give them permission. The odd thing though was that shortly afterwards in spain i found a spanish magazine (strangely enough) with the update. It almost seems arbitrary. This is going back a couple of years, but it has happened, if only in the UK.
I don't know what the current policy is though.

MacUser or MacWorld had an official OS 8.6 Update CD on there magazine in 1999, it was eaxctly the same as if you had purchased 8.6 from Apple......
