I have an iPhone 8 Plus and 90% of time I double click on the home button while the phone is locked it just unlocks instead of opening the wallet. I have already did an hard reset and turned the option on and off. Any tips?
 
If you're talking about doing that next to a NFC transmitter, that's common. Maybe normal. I didn't think a double click would open wallet.

I've had hit & miss success with Apple Pay at stores. Some stores I can just hold the phone near the NFC transmitter and my finger on the home button & it'll go through. In other stores I have to manually launch the Wallet App then hold the phone near the NFC reader. So it's hardly an effortless reliable experience. Add to that wet fingers from picking up cold items with condensation on them & placing them on the conveyor- then trying to authorize with TouchID -which won't work with wet fingers----- that often I just use a credit card instead. Much more reliable & easier.

That would happen if you had no payment cards in your wallet.
 
Double clicking anywhere launches the wallet, it doesn’t matter where you are. Either you’re not clicking properly or you just need to setup your wallet again.

Double clicking anywhere but the lock screen launches the app switcher...

On older iPhones equipped with TouchID, double clicking the home button while the phone is locked does open the wallet if there is at least one credit card in it and the toggle switch to enable access from the lock screen by double clicking is turned on in settings>wallet & apple pay. On those older devices, double clicking the home button while the phone is unlocked only opens up the app switcher just as someone else already pointed out. On iphone X and later double clicking the power button always brings up Wallet, even when the phone is unlocked or while using an app.

And for those of you who don’t know it, there is another way to quickly access wallet from anywhere including the lock screen: by tapping on the Wallet button in control center. And this one works on any iPhone running iOS 11 or later. If you don’t see the Wallet button in your control center, you can add it at any time in settings>control center>customize.

Check in settings>wallet & apple pay to make sure access to apple pay from the lock screen by double clicking the home button is enabled (see that other post with a link to idownloadblog). Additionally, you may also want to put a Wallet button to your control center in settings>control center>customize, which will let you quickly access apple pay regardless of whether your iphone is locked or unlocked (on iphone 8 and earlier, double clicking the home button only opens wallet when the iphone is locked).
