iPhone Double Notifications

I just updated my Xs Max to iOS 13. Havent updated my watch yet though. If I get a text message my phone plays the alert and then I get the message on my watch. Before the update I would only get the haptic notification on my watch. If my phone is unlocked I am getting the notification like normal on my phone but then I am getting it on my watch too. Thoughts?

Had the opposite until I restarted both devices. When iPhone was locked notifications were going there and nothing on the watch.

Same. Just got a duplicate notification back to back

I restarted both and it seems to have helped.
