Double tapping home button slides screen down?

I've got an iPhone 6S running the latest iOS. With the phone already unlocked, when I double tap (as in touch not click) the home button it slides the screen down and leaves a dark blue/black space in the top 1/3 of the screen.

Is the supposed to happen? Is there a feature not set up that should go here?

Yes. It's the Reachability function.
