I want to buy the watch with the Apple Card 24 month payment plan. It’s like $32 a month. I have a $300 visa gift card I want to put towards purchase so my monthly payment will be lower. Apple rep told me I could not do that with using the 24 month Apple Card option, that they have to charge the full amount. That sound right ?

That sounds right to me. Why not buy the watch using your visa gift card and then pay the balance on your (non Apple) credit card and pay it off in full the following month?
Cuz I don’t have the money to pay it off that quick. Visa card has $250 on it.
It isn’t an expensive item. If you don’t have money in the bank, you need to save up money first and then purchase outright.
Why? OP can just use the Apple Card financing, which charges no interest, and use the gift card for something else.
