    Hi

I've tried to look up some information about my question but can't seem to find a conclusive answer.

My mom has a first generation iPad Mini which she uses only for browsing the internet. I don't use it often besides the occasional update from Apple. It currently runs 9.2 but it has become painfully slow. I know this is an old device, but just for browsing it should be able to go quicker, as I remember it did when she first got it.

Is it possible to go back to an older version through a jailbreak at the moment.

    Thanks

Sorry, but no. There is no downgrading of iOS since, I believe, iPhone 4.

    ^^^That's correct.

Apple has to sign a firmware (version of iOS) to allow downgrading. Essentially "signing" means that Apple is still providing the encryption key that allows iTunes to install iOS. Without that, iTunes will not proceed.

There are a few guesses as to why Apple stops signing older versions of iOS, but one of them is to prevent jailbreaking.
