Downgrade iOS 9 on iPhone 4S?

iOS 9.x performance on my iPhone 4S has made it almost unusable.

Can I rollback to iOS 8.x or iOS 7.x?

Are you on a version less than iOS 9.3.4?

If so, there may be a way, but you have to jailbreak first.

Nope.

That's a shame; iOS 9.x has killed the performance of the iPhone 4S.

Though not as bad as iOS 4.2.1 did to my iPhone 3G. That whole thing should have brought lawsuits.
