"Download and install" greyed out

On half of my devices, the option to "download and install" the latest iOS and iPadOS updates is greyed out and cannot be selected; therefore, I cannot download the update.

Of course, it says, "This update requires a Wi-Fi network connection to download," but the catch is, all my devices are on my Wi-Fi network, but half can update and half can't.

Fixes tried: reboot; turn off Private Relay; disconnect and reconnect Wi-Fi; try it plugged in... nothing works.

Any ideas?
