Is it still possible to use a Windows PC to download (once it stops erroring) the dmg, use PowerISO to get the .ipsw, and use the current beta iTunes to get the GM OS 3.0 onto your iPhone?

it's not done I am guessing - last minute checks for devs to test apps etc.
