Downloading and Deleting Pictures from IPhone with iCloud Photo Library on

When I have tried to download and delete the pictures on my phone with iCloud Photo Library on, I do not get the delete option in either tool I use to download the pictures. I tend to do this to (a) backup the pictures and (b) clear up space on the phone. Does anyone have any suggestions on how to get this to work? Thanks.
