Downloading from iCloud to iPhone??

So I recently signed up for 200GB of idrive space. I've got my MacBook Air photo library now on the MacBook and the iCloud Drive. I want my iPhone photos to backup there as well but when I do this it starts to download nearly 9000 photos from the cloud to my iPhone. I don't want this. I don't want to fill up my iPhone with photos. I want access to them ie browse the photos on the cloud but not store them on my phone. Any help?

It's not downloading the actual photos to your phone just low quality files, when you tap on them the full resolution photo shows up after a moment or two.
